Its exactly what it is if you want to measure your waist, or some kind of tire measurement.

Its feels like a vinal material not sure what it is tho. But its easy to use but Im just not sure how to measure myself correctly. I measured at 33in. But that was coming up as a large on shien an it was saying that was a 10 or something so confused Im sure its the store not the tape lol
