You dont have to be in combat to encounter an emergency situation that may require a compression bandage. Better to have it and not need it, than to need it and not have it. Its called an emergency for a reason and if the Israels made it, then its going to be first class and made from years of first hand knowledge of wounds and compression techniques that requires a bandage that exceeds basic requirements.
